What are Ordinance 671 and REP-P?


Published in 2021, Ordinance 671 modernized and unified the rules for time and attendance control in Brazil. It defines the requirements for timekeeping systems, introducing three types of REP (Electronic Time Recorder):

  • REP-C: The conventional (physical) time clock.
  • REP-A: Alternative systems (defined by agreement or collective bargaining agreement).
  • REP-P: The Electronic Time Clock via Software .

1. Issuance of the Time Clock Receipt

According to the law, the employee must have access to proof of their registration. Pontotel issues a digital receipt (PDF) for each clock-in/clock-out, containing all the required data: date, time, employee's CPF (Brazilian individual taxpayer registration number), employer's CNPJ (Brazilian company taxpayer registration number), and the software registration number.


2. Data Integrity and Inviolability

This is the main legal requirement. Ordinance 671 prohibits systems that allow:

  • Restrict clocking in and out.
  • Enable automatic dialing.
  • Require prior authorization for overtime.
  • Change or delete recorded time and attendance data.
